A report tabled in Parliament said that the Centre and states also blamed the shift in crime profile from traditional crimes to economic and cyber frauds, frequent changes in law, directions by the courts or commissions and top-down or bottom-up reforms policy among the factors responsible for the delay in implementation of the long pending police reforms.
The panel also noted issues being faced by law enforcement agencies in "getting real-time information for forensic analysis from overseas internet service providers and telecommunication, limited human resource capacity at police stations". It said the committee "expresses its concern that a multitude of factors are impeding the pace of police reforms in the country".
The panel said women are abysmally underrepresented in the police force, constituting only 10.30 percent of the police force. "The committee recommends that the MHA (Ministry of Home Affairs) may advise states and UTs to create a roadmap for making the representation of women police to 33 percent of the total strength a reality".
