Guwahati: The report of the Group of Ministers (GoM) on the proposal to grant Scheduled Tribe (ST) status to six major communities finds full justification for their inclusion in the ST list based on their socio-economic backwardness.

Tai Ahom, Chutia, Moran, Motok, Koch-Rajbongshi and Tea Tribes (Adivasis) have been seeking ST status for a long time. The three-member GoM, headed by Ranoj Pegu with Pijush Hazarika and Keshab Mahanta as members, stated in its recommendation that their inclusion has already been recommended by the Registrar General of India, the National Commission for STs, and approved by the Union Cabinet.

The GoM is of the view that once the Government of India accepts the committee’s recommendation, the issue will be resolved to the satisfaction of both the six communities and the existing tribal communities of Assam. However, the final inclusion requires statutory approval by Parliament.


As an interim measure, the GoM believes the Government of Assam should undertake targeted steps to address the socio-economic disadvantages faced by the six communities seeking ST status. It proposed that until ST status is conferred, the present OBC reservation should be classified into seven categories.

Among the interim measures suggested, the GoM recommended that in matters related to land settlement in Assam, all six communities should be given the same privileges that have been extended to the present ST communities. The recommendations also include protecting the land rights of these communities.

The GoM strongly felt it was important to preserve the heritage, language, customs and religious beliefs of these communities. It recommended bringing these aspects under the ambit of the Department of Indigenous and Tribal Faith and Culture.

The GoM expressed confidence that with collective goodwill, continued consultations and timely action by both governments, a just and inclusive resolution can be achieved.

The GoM also recommended a comprehensive enumeration and socio-economic survey to enable sub-categorisation within the 27 percent OBC quota, particularly benefiting tea garden and Adivasi groups.
