The complaint, filed by PFA volunteer Surbhi Rawat, draws attention to the shocking video where a 9-10-year-old boy, residing in a high-rise tower, is seen committing the heart-wrenching act. The footage, widely circulated on social media platforms, reveals the boy picking up the defenseless puppy from a bush where it was hiding with its siblings.
The First Information Report (FIR) highlights that the video was circulated as a reel on a social media platform, encouraging others to replicate the cruel act. The footage depicts the boy, seemingly under the watch of an adult, mercilessly taking the puppy towards the road, despite the canine's desperate attempts to escape.
The FIR emphasizes that the boy callously threw the nearly month-old puppy from a height, disregarding its cries and resulting in its tragic death. The FIR further seeks the child's appearance before the juvenile court and emphasizes the need to assess his mental state.
Surbhi Rawat, the PFA volunteer, points out a disturbing trend within the society, recounting recent incidents of intentional harm to puppies. She notes a concerning pattern of hatred towards stray animals, fueled by fear-mongering and the spread of animosity on the society's Whatsapp group.
Ambika Shukla, a Trustee of PFA, expresses worry about the child's apparent lack of empathy, describing it as a psychopathic tendency that requires urgent attention. Shukla emphasizes the dangerous precedent set by those who harm animals, warning against influencing a generation with such prejudices.
Rajya Sabha MP Saket Gokhale has taken steps to address the issue on a legislative level. He moved a private member's bill seeking an amendment to the Prevention of Cruelty to Animals Act. Gokhale's bill proposes increasing the punishment for animal cruelty, advocating for a fine of up to Rs 1 lakh and imprisonment of up to one year, stressing the need for exemplary punishment for such acts.
The disturbing incident captured in the viral video has sparked outrage and calls for stricter laws against animal cruelty. As society grapples with the repercussions of such actions, the legislative response seeks to ensure a more robust deterrent against those who inflict harm on defenseless animals.
