What is a PRC?
A PRC is a certificate issued by the Karnataka Revenue Department certifying that a person is a permanent resident of the state. It can be used wherever a government department or competent authority requires proof of permanent residence.
Is it a new document?
Not entirely. Karnataka has long issued residential and domicile certificates. The PRC creates a single, standardised framework for issuing them.
Does it confer citizenship?
No. A PRC has no link to citizenship or voting rights. Citizenship is governed by the Constitution and the Citizenship Act, while electoral enrolment is decided under election laws.
Who is eligible?
Applicants must satisfy the Revenue Department that they are permanent residents of Karnataka. Authorities may consider factors such as:
- Birth in Karnataka.
- At least 10 years' residence or schooling in the state.
- Parents or spouse being permanent residents.
- Long-term ownership of residential property.
- Aadhaar, ration card or revenue records with a Karnataka address for at least 10 years.
- Seven years of government or PSU service in Karnataka.
Who cannot get a PRC?
People who are permanent residents of another state or already hold a PRC or equivalent certificate issued by another state are not eligible.
Is the certificate issued automatically?
No. Every application is verified through records and, where required, local enquiries. Authorities must issue a reasoned order while approving or rejecting an application.
Can a PRC be cancelled?
Yes. Certificates obtained through fraud, forged documents, impersonation or suppression of facts can be cancelled after giving the holder an opportunity to be heard. Civil or criminal action may also follow.
Can applicants appeal?
Yes. Applicants can appeal to the Assistant Commissioner within 30 days and seek revision before the Deputy Commissioner within 60 days.
Does it guarantee jobs, reservations or admissions?
No. A PRC is only proof of residence. It does not confer eligibility for reservations, public employment, educational admissions or welfare schemes, which continue to be governed by existing laws and rules.
Will existing certificates remain valid?
Yes. Residential and domicile certificates already issued by the Revenue Department will continue to remain valid unless cancelled under law.
Is obtaining a PRC mandatory?
No. A PRC is required only when a government department, educational institution or recruiting agency specifically asks for it.
How can people apply?
Applications can be submitted through the Revenue Department's online portal, Nadakacheri (AJSK) centres or the jurisdictional Tahsildar's office. The certificate will also be available in digital form, including through DigiLocker. It remains valid unless cancelled or unless a specific law requires a more recent certificate.
