"To make policy-making more focused and Delhi-centric, a DITI commission will be established on the lines of NITI Aayog," the CM said. She later told TOI that the structure and terms of reference of the proposed body would be finalised soon.

The institution is likely to be chaired by an MLA and supported by a team of bureaucrats. However, a decision will be taken after the draft of the body's composition is prepared and considered by the Delhi cabinet.
This move is part of a larger push to improve governance. The focus is on decentralisation, digital systems, and transparency. The government has set aside Rs 4,304 crore for the revenue department to support these changes.
Several digital initiatives are being introduced. These include the CM Jan Sunwai portal and an asset management system. The CM Pragati portal will track projects worth more than Rs 5 crore. An Integrated Financial Management System is also being developed to improve the financial processes.
The government also plans to introduce a paperless and faceless property registration system. It will work similar to passport services. Funds have been allocated for an emergency operations centre under the Delhi Disaster Management Authority. There will also be improvements in judicial infrastructure.

Mini-secretariats will be set up in all 13 districts which will provide public services in one place. The first one in Dwarka has already been approved. It will cost Rs 213 crore. Out of this, Rs 100 crore will be spent next year.
Gupta said that every property in Delhi will get a unique ID called “Bhu-Aadhaar.” Land records will be digitised through the NGDRS portal. The Centre has also approved separating Delhi’s public account from its own. This is expected to give the state more financial independence.
