Delhi govt to bring law to regulate coaching centres: Delhi Min Atishi on UPSC aspirants’ deaths
In response to the recent tragedy where three students drowned in a UPSC coaching centre's basement, the Delhi Government has introduced new safety guidelines for educational institutions. This move aims to address critical safety lapses and prevent similar incidents in the future.

New Safety Guidelines

The Directorate of Education, Delhi Government, has issued detailed safety instructions to all principals and heads of government, government-aided, and unaided private recognized schools. The guidelines mandate:

  • Basement Usage: Any school building with a basement must use the space only for activities permitted by the Master Plan for Delhi and according to the sanctioned plan.
  • Access and Evacuation: Basements must have clearly marked access points and be included in the school’s evacuation plan.
  • Electrical Safety: Regular checks of electrical wiring, fittings, and appliances are required to adhere to safety norms and prevent incidents.
  • Building Safety: All gates must be functional, corridors and staircases should be free from obstructions, and areas should be monitored to prevent water accumulation.
  • Fire Safety: Schools must have all necessary fire safety measures in place.

Background on the Incident
The new guidelines were prompted by two incidents. On July 27, three students tragically lost their lives in the basement library of Rau’s IAS Study Circle in Old Rajinder Nagar. The basement, intended for storage, was improperly used as a library. During the flooding, a power failure caused the biometric lock to malfunction, trapping the students in the flooded area. The water level reached 12 feet, leading to the fatalities.

In a related incident, a UPSC aspirant died due to electrocution on July 22. These events highlighted severe lapses in safety procedures and building maintenance, prompting the Delhi Government to act.

Implementation and Compliance
Schools are now required to implement these guidelines immediately. The goal is to enhance safety protocols and prevent future tragedies. By following these measures, schools can ensure a safer environment for students and staff.
