The accused, owner Abhishek Gupta and coordinator Deshpal Singh, were charged with culpable homicide and other offences under sections 105, 106(1), 115(2), 290, and 35 of the Bharatiya Nyaya Sanhita (BNS) and launched an investigation.
Three students, including two females and a male, drowned and lost their lives as they were trapped inside the library running in the basement of Rau's IAS Study Circle after it flooded due to rain. It is reported that single biometric entry and exit point failed because of the water.
According to eyewitnesses, the basement filled with 10-12 feet of water in almost no time, giving students no chance to escape. Rescue operations were started soon after the incident was reported.
However, fire tenders faced difficulties in rescuing. "Our pumping machines can pump the water out... But due to heavy rain, the water level on the road and the basement was equal. When we started pumping out the water, it again gushed at the same location," DFS chief Atul Garg told PTI.
As the water on the streets got drained naturally, fire fighters immediately launched the rescue operation by draining the water from the basement," he further said. He also said that there was no pump in the building to pump out the water.
In the NOC from fire department, the owner of the building showed the basement as store room, but the owner violated the fire norms and was using the store room as library/classroom.
The Municipal Corporation of Delhi has initiated action against coaching centres flouting norms and it will set up a high-level committee to probe the incident that claimed three lives due to flooding in a coaching centre's basement, MCD officials said on Sunday. Establishments running illegally from the basement have been identified and a drive to take action against them has started, an official said.
