Delhi bans entry of non-BS VI commercial vehicles from Nov 1 to curb winter pollution
The Delhi government on Friday notified a 'Proactive Winter Air Quality Management Framework', rolling out a series of measures months ahead of the pollution season, including restrictions on older vehicles, fuel sales linked to pollution certificates and higher parking charges.

Under the framework, commercial vehicles registered outside Delhi that do not comply with BS-VI emission norms will be barred from entering the capital between November 1, 2026 and January 31, 2027. Exemptions will be provided to CNG and electric vehicles, emergency services and vehicles engaged in government work, Chief Minister Rekha Gupta said.

The government has also decided that only vehicles with a valid Pollution Under Control Certificate (PUCC) will be allowed to purchase fuel at petrol pumps in the city. However, the duration for which this restriction will remain in force was not immediately specified.


To discourage the use of private vehicles during the winter months, parking charges at authorised parking facilities across Delhi will be doubled from November 1, 2026 to February 28, 2027.

The framework also includes staggered office timings, a ban on open burning of garbage and biomass, and advance planning for dust mitigation and construction activities.

Gupta said the measures are being announced well before the onset of winter to give residents and businesses adequate time to prepare and ensure smoother implementation when pollution levels begin to rise.
