Chhattisgarh CM Vishnu Deo Sai unveils Viksit Chhattisgarh 2047 vision at 'Seva Sankalp' dialogue

Chhattisgarh Chief Minister Vishnu Deo Sai on Friday laid out the state's roadmap for 'Viksit Chhattisgarh 2047' at the Seva Sankalp dialogue held during the Viksit Chhattisgarh Conclave 2026, organised by ET Government in Nava Raipur.

Speaking on the theme "Seva Sankalp: Roadmap for Viksit Chhattisgarh 2047", Sai said Prime Minister Narendra Modi's 25-year public life had been centred on service and good governance, and that this had taught him that a government's first responsibility is to reach the last person and ensure the benefits of schemes are visible on the ground. During the event, the Chief Minister also released a booklet titled 'Seva Sankalp Abhiyan - 25 Years of Service'.

Digital governance and the Chhattisgarh Model


Sai said the state was strengthening good governance through digital tools such as the e-Office system, the GeM portal for transparent procurement, and the Atal Monitoring Portal for tracking scheme implementation. Citing Chhattisgarh's forest resources and minor forest produce, along with tourism potential from Chitrakote to Bastar and Surguja, he said the state was developing its own 'Chhattisgarh Model' of growth.

Naxalism, women's empowerment and industry

The Chief Minister listed three key achievements of his tenure: the decisive success against Naxalism, which he said had opened new opportunities for peace and development in Bastar; steps to strengthen the economic security of women and farmers; and a new direction for the state's economy. Under the Mahtari Vandan Yojana, he said around 68 lakh women are receiving Rs 1,000 in monthly financial assistance, while 13.85 lakh women have become "Lakhpati Didis."

On industry, Sai said the state's Industrial Policy 2024-30 had drawn investment proposals worth more than Rs 8 lakh crore, with incentives extended to sectors such as pharma, textiles, food processing, electronics, IT and data centres, alongside additional incentives for women and Scheduled Caste and Scheduled Tribe entrepreneurs.

Deputy CMs speak on Bastar's transformation

Deputy Chief Minister and Public Works Minister Arun Sao said Chhattisgarh was now free from its earlier image as a "Naxal-affected state," noting that Rs 12,666 crore in administrative approvals had been given for roads, bridges, culverts and buildings in the past two and a half years under a roadmap called the 'Anjor Vision'.

Deputy Chief Minister Vijay Sharma said Bastar was witnessing a "new wave of change" after the decline of Naxalism, with normalcy returning to fairs and Madai celebrations, crediting the region's people and security forces for the shift. He said Bastar's development would be shaped in line with its local culture and traditions, including in Abujhmarh.
