"He had over a dozen criminal cases of murder and other terrorist activities against him in India. The details of the cases were shared with the Canadian authorities, but no action was taken except putting him on a no-fly list," said a North Block official.
A resident of Bhar Singh Pura village near Jalandhar in Punjab, Nijjar was initiated into the life of a gangster by Gurnek Singh alias Neka. He was earlier associated with the Khalistan Commando Force militants and since 2012, he was closely associated with chief Jagtar Singh Tara of Khalistan Tiger Force. Nijjar escaped to Canada in 1996 on a forged passport and worked as a truck driver. His dossier says he visited Pakistan in April 2012 and underwent arms and explosive training for a fortnight.
According to investigators, Nijjar had directed his module to target former DGP Mohd Izhar Alam, Punjab-based Shiv Sena leader Nishant Sharma and Baba Mann Singh Pehowale. To prevent extradition, Nijjar ventured into Gurudwara politics in Canada and acquired Canadian citizenship. He worked with Punjab-based gangster, Arshdeep Singh Gill, to carry out the double murder of Manohar Lal Arora and Jatinder Bir Singh Arora in 2020.
