BRICS Declaration condemns Pahalgam terror attack, backs India's UNSC aspirations

BRICS countries on Saturday strongly condemned the April 22, 2025 terrorist attack in Jammu and Kashmir, which killed 26 people and left several others injured, while calling for zero tolerance towards terrorism and rejecting double standards in combating the menace.

In the New Delhi Declaration adopted at the 18th BRICS Summit, the grouping said acts of terrorism were criminal and unjustifiable regardless of their motivation, and irrespective of when, where or by whom they were committed.

“We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured,” the declaration said.

The reference to the Jammu and Kashmir attack in the BRICS declaration comes as India has sought stronger international action against cross-border terrorism and its support networks, with the grouping also reiterating its commitment to combating terrorism in all its forms and manifestations.

The BRICS member countries said their fight against terrorism covered the cross-border movement of terrorists, terrorism financing and safe havens.

They also stressed that terrorism should not be associated with any religion, nationality, civilisation or ethnic group, and said all those involved in terrorist activities, as well as those supporting them, must be held accountable and brought to justice in accordance with relevant national and international laws.

The declaration called for “zero tolerance for terrorism” and rejected double standards in countering the threat.

BRICS nations further underlined the primary responsibility of states in combating terrorism, while stressing that global efforts to prevent and counter terrorist threats must comply with international law and the UN Charter.

The grouping said counter-terrorism efforts must adhere to relevant international conventions and protocols, including international human rights law, international refugee law and international humanitarian law, where applicable.

The statement on terrorism was among the key security-related outcomes of the New Delhi Declaration, adopted by BRICS leaders at the summit hosted by India.

The declaration also reiterated BRICS' commitment to reforming the United Nations Security Council (UNSC) to make it more democratic, representative, effective and efficient, with greater representation for developing countries.

China and Russia, both permanent members of the UN Security Council, reiterated their support for the aspirations of Brazil and India to play a greater role in the United Nations, including its Security Council.
