Lok Sabha clears bill to recognise Amaravati as Andhra Pradesh’s sole capital

Lok Sabha passes Andhra Pradesh Reorganisation (Amendment) Bill, 2026, making Amaravati the state’s sole and permanent capital.

The bill follows a resolution passed by the state legislative assembly on March 28, requesting the Centre to amend Section 5 of the Andhra Pradesh Reorganisation Act, 2014.

The legislation aims to end years of uncertainty over the state’s capital. Under the 2014 Reorganisation Act, Hyderabad was to serve as the common capital for Telangana and Andhra Pradesh for a transitional period not exceeding ten years.

The amendment clarifies that Amaravati will succeed Hyderabad as the Andhra Pradesh capital, with effect retrospectively from June 2, 2024, and explicitly includes all areas notified under the Andhra Pradesh Capital Region Development Authority Act, 2014.

TDP MP Lavu Krishna told PTI, “The bill is to recognise Amaravati as the sole capital of Andhra Pradesh and will provide continuity and clarity for the people.” He also told ANI that the previous government’s 2019-2025 decision to have three capitals administrative at Visakhapatnam, legislative at Amaravati, and judicial at Kurnool was being corrected, restoring Amaravati as the sole capital.

The bill fulfills a long-standing promise of TDP chief and former Chief Minister N Chandrababu Naidu, who first announced Amaravati as the capital in 2015 and invested extensively in its development. After the TDP lost power in 2019, the YSR Congress government led by YS Jagan Mohan Reddy had moved to implement a three-capital plan. Upon returning to power in 2024, Naidu reaffirmed Amaravati as the sole capital, prompting the state assembly to seek statutory clarity from the Centre.

The proposed amendment will legally cement Amaravati’s status, prevent any future changes, and bring clarity to the state’s governance and administrative planning, ending nearly a decade of ambiguity over the capital since Andhra Pradesh’s bifurcation.
