According to a release issued by Bihar’s Revenue Department, the objective of this initiative is to make up-to-date and authentic information on the revenue rules, regulations, and circulars applicable to the department readily available to all state officials and regional offices.

Deputy Chief Minister Vijay Kumar Sinha, who is Minister of the Land Reforms and Revenue Department, formally released these four books in his office on Wednesday. He said that compiling rules and circulars from so many years in one place will bring uniformity to departmental functioning and make the decision-making process more transparent and effective. The availability of the compendium will greatly facilitate officials in working in a systematic manner.
The compendium has been prepared in four parts to facilitate easy search of circulars and provisions.
Part 1 contains collections related to land records, measurement, and consolidation. Part 2 contains land acquisition, and Part 3 contains collections related to (a) “Khasmahal,” land transfer, land settlement, public land encroachment, (b) “Sairat and Ferryghat” settlement, revenue collection, land rent, cess, fair authority, (c) residential land settlement (B.P.P.H.T. Act), eviction (Dakhal Dehani), Abhiyan Basera, (d) land ceiling, Bhoodan, and (e) tenancy, sharecropping (B.T. Act), agricultural land conversion.
In Part 4, Chapter 1 contains land mutation, Jamabandi, and land possession certificate; Chapter 2 contains regional gazetted establishment; Chapter 3 contains regional non-gazetted establishment; Chapter 4 contains Bihar Gazetteers; Chapter 5 contains agricultural census; Chapter 6 contains land dispute resolution and land measurement; Chapter 7 contains Bihar Land Tribunal (BLT); and Chapter 8 contains circulars related to land acquisition.
This compendium is a historic step toward making departmental rules accessible to all. Through this, officials across the state will be able to access updated provisions and better perform public welfare tasks. The department is confident that these four compendiums will enhance administrative efficiency and help provide prompt and accurate services to citizens.
