Kolkata: The West Bengal government has proposed a new scheme for youth, which has been named as "Bhorsha Kormosuchi" in the state budget today. The scheme will provide a monthly allowance of Rs 3000 to eligible uneducated youth from 21-45 years who are unemployed while Rs 2000 will be given to those, who are not graduates, with family income less than one lakh per month.

West Bengal Finance Minister Swapan Dasgupta on Monday announced, as he presented its first state budget for the financial year 2026-27.

Das Gupta also announced a series of tax simplification measures and the state government has proposed a significant increase in exemption. For salaried individuals, the monthly exemption limit has been raised from Rs 10,000 to Rs 20,000 while for the self-employed persons, the annual exemption threshold has been enhanced from Rs 60,000 to Rs 2.5 lakh. On the other hand, for traders and business establishments, the annual gross receipt or turnover threshold for professional tax liability has been increased from Rs 5 lakh to Rs 10 lakh.


Dasgupta announced a complete exemption from professional tax for personnel of the Border Security Force (BSF) who are now posted in West Bengal.

Sports and youth welfare department got in this budget

  • New Sports University in West Bengal (150 cr)
  • New Tribal University
  • New International Outdoor Stadium and New Indoor Stadium in North Bengal (20 cr)
  • Renovation of existing Stadiums including Rabindra Sarovar stadium in Kolkata (100 cr)
  • Mini Indoor Stadiums in all Assembly constituencies (5 cr per stadium) under Khelo India
  • Financial assistance of One crore to sports clubs participating in national sports events
  • Corpus of rupees 50 crore to give prize money to winners of national and international sporting events
  • One time financial assistance of rupees 30000 to students of Govt and Govt aided colleges preparing for Competitive exams
  • Swami Vivekananda Merit Scholarship to fully cover tuition fee and health insurance for students who get admission in top 100 world universities for graduation and post graduation
