Union Environment Minister Bhupender Yadav addresses the Pre-COP31 plenary in Fiji, calling for bridging knowledge gaps, meeting climate commitments and accelerating the implementation of the Paris Agreement.
Co-hosted by Australia, Fiji, and Tuvalu under the United Nations Framework Convention on Climate Change (UNFCCC), the preparatory sessions precede COP31, which is slated to take place in Turkey this November.
Yadav, who is leading the Indian delegation, observed that while the UNFCCC and the Paris Agreement set clear long-term goals, including capping the global temperature rise at 1.5 degrees Celsius, reaching these targets requires adequate means of implementation alongside a deliberate effort to address existing shortfalls. He emphasized the importance of pinpointing and narrowing gaps between scientific data and traditional knowledge, ethical frameworks and practices, and available resources versus actual requirements.

Discussing decision-making processes, the Union Minister affirmed that parties must fulfill their obligations under the UNFCCC and the Paris Agreement “in true letter and spirit” and enable each party to fulfill these commitments.
When addressing implementation, he urged parties to target areas where needs are greatest and impacts are most pronounced. He called on nations to annually showcase concrete examples and success stories that demonstrate high-impact mitigation efforts, large-scale adaptation measures, and effective execution.
Alongside the main proceedings in Nadi, Fiji, Yadav conducted bilateral discussions with United Nations Deputy Secretary-General Amina J Mohammed and UNFCCC Executive Secretary Simon Stiell regarding critical climate priorities ahead of COP31.
Commenting on the meeting in a post on X, Yadav stated, “Glad to have met with Ms. Amina J Mohammed, UN Deputy Secretary-General, and Mr Simon Stiell, UNFCCC Executive Secretary, on the sidelines of Pre-COP in Nadi, Fiji today. We had an extensive discussion on matters related to the upcoming COP31 with emphasis on means of implementation, just transition, adaptation, and climate finance.”
He further added, "India remains committed to engaging with upcoming COP Presidency and UNFCCC constructively, extending all required support."

Yadav also conferred with Wopke Hoekstra, the European Commissioner for Climate, Net Zero and Clean Growth, focusing on expanding clean energy access and leveraging science-based assistance to drive inclusive policy-making.
Detailing their discussion on X, Yadav posted, “We further discussed the importance of native wisdom in terms of providing tangible solutions supported with technology transfer. India and the EU will work together closely to have a productive, solution-oriented COP31 in November.”
