As many as 30 states have pre-published draft Rules for at least one of the labour codes, the labour minister for state Rameswar Teli said.

While 31 states have pre-published the draft Rules for the Code on Wages, 2019, 26 states have published draft rules for the Industrial Relations Code, 2020, 25 states for the Code on Social Security and 24 states have published draft Rules for the Occupational Safety Health and Working Conditions Code, 2020, Teli said.

“Labour, as a subject, is in the concurrent list of the Constitution of India and under the Codes, the power to make rules has been entrusted to the central government as well as state governments,” the minister said in a response to a question in the Lok Sabha on Monday.


“As a step towards implementation of the four Labour Codes, the central government has pre-published the draft Rules, inviting comments of all stakeholders,” he said.

The government has enacted the four Labour Codes, namely, the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020 and the Occupational Safety, Heath and Working Conditions Code, 2020.

The minister further said that the Labour Codes strengthen the protection available to workers, including unorganized workers, in terms of statutory minimum wage, social security, working hours and healthcare, among others.
