Assam Police arrest two ULFA (I) cadres, foil alleged attack plot
Assam Police, acting on specific intelligence inputs and with support from central security agencies, foiled an alleged terror plot by arresting two suspected active cadres of the banned outfit United Liberation Front of Asom (ULFA Independent)

The arrested cadres have been identified as Siyor Asom alias Humenjyoti Baruah (27) and Manoj Asom alias Papu Moran (30). Both joined ULFA (I) in 2018 and are alleged to be hardened cadres involved in several terror incidents.
Assam Police, in a statement, said both held the rank of SS Second Lieutenant within the insurgent organisation.
Security personnel recovered a significant cache of arms, ammunition and survival equipment from their possession. The seizure included two AK-56 assault rifles, 172 rounds of live ammunition, two hand grenades, medical supplies, syringes, opioid substances, jungle survival rations, backpacks and other military-style equipment.
Police said a preliminary investigation suggests the duo had allegedly been assigned by ULFA (I) to carry out an indiscriminate attack on civilians in Tinsukia town to spread fear and create panic among the public.
"The planned modus operandi suggests the influence and support of external actors attempting to destabilise the region and disrupt public peace," the police said.
ULFA (I), also known as the anti-talk faction of ULFA, remains active in the Tinsukia and Dibrugarh districts. Police said the two cadres were involved in the ambush on an Army camp at Kakopather in 2025, the attack on an Assam Police commando camp on March 21, 2026, and the kidnapping of an employee from a crusher unit in Jagun.
