Assam govt to roll out Most Outstanding District Initiative, 'MODI' scheme

Assam government will roll out MODI scheme which stands for 'Most Outstanding District Initiative' with Rs 100 crore to reward the cleanest district.

State cabinet has cleared this policy where districts will be assessed on 108 parameters before being given the cleanest tag.

Post delimitation of assembly and parliamentary seats in Assam, the state government has decided to create four new districts and 81 subdistricts.


The state government will roll out MODI (most outstanding district initiative ) with Rs 100 Crore to the cleanest district.

The Assam cabinet in its 100th meeting held Guwahati on Friday has decided to create four new districts. These districts were abolished on December 31 last year. The new districts include Hojai, Biswanath, Tamulpur and Bajali.

Chief minister Himanta Biswa Sarma said that 24 sub divisions will be abolished and 81 sub districts will be created.

On August 16, the President of India notified the Delimitation of assembly and parliamentary constituencies published by the Election Commission of India(ECI).

Sarma said that the District Commissioner will now have power to transfer all officials in the district. From 2021 till date, the Assam Cabinet met 100 times. Between 2002 and 2020, the Cabinet convened 264 times.

He said, “In the 100th meeting of the Assam Cabinet we have decided to introduce a new Rules for Executive Business to govern administration in the State. Lot of colonial era norms have been dropped. In the most transparent manner we have laid down the status of decisions of all previous 99 cabinet meetings. This is a first for the State.”
