Guwahati: Arunachal Pradesh Chief Minister Pema Khandu on Tuesday described the Siang Upper Multipurpose Project (SUMP), as a project of national strategic importance, not only for the state but for the entire country.

The SUMP, estimated at Rs 1.5 lakh crore, is expected to significantly transform the development landscape of Siang district, whose name derives from the mighty Brahmaputra River, locally known in Arunachal Pradesh as the Siang River.

During his visit to Riga village in Siang district, the Chief Minister launched a comprehensive development package for the region.


He laid the foundation stones for several projects and inaugurated others, together accounting for a landmark investment of Rs 196.44 crore. These initiatives aim to accelerate growth in infrastructure, education, connectivity, and public service delivery across the district.

Khandu reiterated the significance of the SUMP, emphasising its role as a project of national importance.

He expressed appreciation to the residents of Riga and nearby villages for their cooperation, noting that nearly 70 per cent of stakeholders have already signed Memorandums of Understanding for Preliminary Feasibility and Allied Reports.

He urged the remaining stakeholders to recognise the project's long-term benefits and extend their support to the development initiative.

Khandu said the project is vital for national security and strategic preparedness, protection of the Siang River ecosystem, flood control, and water regulation.

He added that it would help safeguard downstream communities while contributing to sustained economic and infrastructure growth.

The Chief Minister further noted that the project would ensure consistent river flow, address potential water scarcity, mitigate flood risks, and strengthen India’s preparedness in light of upstream developments.

Khandu stated that the Preliminary Feasibility and Allied Reports stage does not imply final approval for construction.

He assured that public hearings will be held in due course and that final decisions will be taken only after thorough consultation with local communities.

He added that the proposed investment of around Rs 1.5 lakh crore would unlock significant opportunities, including infrastructure expansion, job creation, business growth, agricultural development, and compensation benefits for affected landowners.

He further announced plans to revisit Riga after October and consider holding a future Cabinet meeting in the area.

Reaffirming the government’s commitment to inclusive and sustainable development, the Chief Minister called upon all stakeholders – especially youth and educated citizens – to actively participate in building a “Viksit Siang 2047” and “Viksit Arunachal 2047.”
