After "Dog Babu" incident in Patna, another application for a residence certificate in the name of a dog has triggered official action in Bihar’s Nawada district. The application, filed online at the Sirdala RTPS office, used the name "Dogesh Babu" and even included the dog’s photo. The Nawada District Magistrate has now directed the police to register an FIR and investigate the matter.

Second such case in Bihar within days

This incident follows a similar case in Patna where a valid residence certificate was issued for a dog named “Dog Babu.” That case had already sparked debate on the loopholes in Bihar’s public service systems. Now, the Nawada case has raised fresh concerns about the credibility of official documents issued by the state.

Nawada District Magistrate Ravi Prakash said, “Such tampering with administrative processes is not acceptable under any circumstances. Action will be taken against the culprits.”


On social media, he posted, “copycats... or rather copycats, were caught trying to apply for a residence certificate from Sirdala, Rajauli. FIR is being registered for cheap and cheap humour-satire.”

Application listed ‘Dogesh Babu’ as male, with ‘Dogesh’s Papa’ and ‘Dogesh’s Mami’ as parents

Sirdala Zone Officer Abhinav Raj confirmed that the online application was received on Tuesday by RTPS personnel. The form mentioned the applicant as “Dogesh Babu,” with the father’s name as “Dogesh’s Papa” and mother’s name as “Dogesh’s Mami.” The listed address was village Kharondh, ward number 11, post Sherpur, block Sherpur, zone Sirdala, district Nawada.

Police case registered under IPC and IT Act

Following the discovery, Abhinav Raj filed a formal police complaint. The FIR includes charges under IPC Sections 319(2), 340(1), 340(2), 335, and 241, covering fraud and forgery, as well as misuse of government systems. It also invokes Section 66D of the Information Technology Act, 2000, which deals with fraud and impersonation using computer resources. The case has been lodged at Sirdala police station.

Parallel probe continues in Patna’s ‘Dog Babu’ case

On the same day, Patna District Magistrate Thiyagarajan led an investigation into the earlier case in which a residential certificate was issued for "Dog Babu." The DM, along with other senior officials, visited the Block-cum-Circle Office in Masaurhi.

Thiyagarajan stated that the certificate was not issued by mistake but was a result of forged documents. “It was not an inadvertent mistake but a deliberate attempt to defame the state government and district administration,” he said.
