A total of 4,690 people were arrested under the anti-terror law UAPA between 2018 and 2020, but just 149 were convicted under its provisions in the three-year period, Union minister of state Nityanand Rai informed the Rajya Sabha on Wednesday in a written reply.

As per the data presented by the minister, 1,421 people were arrested under UAPA in 2018 while 35 were convicted that year. In 2019, 1,948 people were arrested under UAPA and 34 people were convicted. In 2020, 1,321 people were arrested under UAPA while 80 people were convicted.

UP topped the list with the highest of 1,338 arrests made under UAPA in the three years, followed by Manipur (943) and Jammu and Kashmir (750).


In the afternoon, sports minister Anurag Thakur introduced the Anti-Doping Bill, 2022, which was passed by the House. The Lok Sabha had given its approval last week. Thakur said the bill intends to help build institutional capabilities in anti-doping, enable hosting of major events, protect the rights of all sportspersons, ensure time-bound justice to athletes and enhance cooperation among agencies in fighting doping in sports.

Supporting the bill, Congress leader Deepender Singh Hooda termed it a positive step for Indian sports persons. Rajya Sabha member PT Usha, in her maiden speech, advocated for bringing all competitions under National Anti-Doping Agency.
