Climate managers for villages
The government is set to train and appoint "climate managers" whose task will be to create awareness and take steps for sustainable development at the local level.
Three agencies will implement this project ��� the ministries of Panchayati Raj and Science & Technology, and the Chair for Sustainable Development at Indira Gandhi National Open University (IGNOU).
M S Swaminathan, eminent agriculture scientist and Rajya Sabha member told TOI, "People at the grassroots will be the first to bear the brunt of climate change. So, we have decided to train people in the villages to be climate managers. With active support from IGNOU, the course modules would be finalized in April, 2008."
The funding for the project has not yet been quantified, but the participatory ministries have agreed to help and work out the modalities. "The 11th Plan has set aside allocations for capacity building and skill training under MHRD and ministry of panchayati raj which will be tapped for this project," he said.
A meeting from April 17-19 at the M S Swaminathan Research Foundation, Chennai, will be attended by the secretaries of Science and Technology, Panchayati Raj and Agriculture Ministries, Swaminathan said.
The task of managing climate change will be customized to local needs. One man and a woman climate manager from each gram sabha will be trained in the "science and art of managing climate change and to enhance their capacity to cope with natural calamities," said Swaminathan, who���ll coordinate the programme.
