The Modi 3.0 governance plan, beginning with the first 100 days agenda, is expected to include 50 to 70 important goals and recommendations to establish the tone and intent of the new government. These will be arranged in order of significance and priority.

While the list now stands at 75-80 goals and proposals, the intention is to reduce it to 50, sources in the know said.

With the Lok Sabha 2024 result less than a month away, the government is in the final stages of drafting a new governing agenda for the next term. This will contain the first 100 days of planning, as well as midterm and long-term goals.


The Prime Minister has stated that his 100-day plan for the country is nearly complete and would begin promptly after June 4 to avoid any delays in decision-making.

ET has learnt that the 100-day agenda shortlist is also being categorised based on relevance and urgency.

There are three categories: A, B, and C.

Category A goals are those of the utmost priority and are expected to be declared by the Prime Minister nearly as soon as he enters office.

In contrast, Category B targets will be announced by Union ministers and Ministers of State within the first few days.

The Category C targets are more long-term in character, with a rollout planned for the next 2-3 years, officials in the know told ET.

Final rounds of meetings are taking place at the highest levels of government to address these aims in detail.

Secretaries and senior officials across ministries have been caught in rounds of meetings and presentations with the cabinet secretary, principal secretary to the PM, and Niti Aayog, which is coordinating the goal formulation.

At the centre of the planning are the 10 Sectoral Groups of Secretaries (SGoS) that were established in mid-February, over a month before the Modi government announced Lok Sabha elections.

The ten SGoS have been entrusted with developing a 100-day plan, mid-term objectives, and long-term goals for the future administration in important sectors and themes.

The 10 SGOs' topics and areas include security and foreign affairs, infrastructure, finance and economy, technology, rural and agriculture, infrastructure, governance, commerce and industry, resources, welfare, and the social sector.
