In preparation for the upcoming Lok Sabha elections, the Election Commission of India has taken a proactive stance by identifying 266 parliamentary constituencies, of which 215 are situated in rural areas, with historically low voter turnout. The commission aims to implement targeted interventions to encourage higher participation and engagement among voters in these regions.

During the 2019 Lok Sabha polls, the voter turnout in 11 states fell below the national average of 67.40%, highlighting the need for strategic measures to address this issue. An estimated 297 million eligible voters abstained from voting in the last election, indicating a significant portion of the electorate disengaged from the democratic process.

Among the 29 metropolitan parliamentary constituencies, including those in major cities like Delhi, Mumbai, Kolkata, Bengaluru, Pune, Ahmedabad, Surat, and Hyderabad, the average voter turnout was approximately 58%. Notably, only Kolkata Dakshin recorded a turnout exceeding the national average at 69.8%, underscoring the disparity in participation levels across urban centers.
