Kolkata Uttar, one of West Bengal's 42 Lok Sabha constituencies, comprises seven Assembly segments: Chowrangee, Entally, Beleghata, Jorasanko, Shyampukur, Maniktala, and Kashipur-Belgachhia. It is a general seat, not reserved for Scheduled Castes or Scheduled Tribes. Sudip Bandyopadhyay, a Trinamool Congress (TMC) leader and close aide of Mamata Banerjee, has represented the constituency thrice, in 2009, 2014, and 2019. He also won the seat in 1998 and 1999 when it was known as the Calcutta North West Lok Sabha constituency.

During the 2019 Lok Sabha Elections, Kolkata Uttar had 14,44,082 voters, including 7,94,526 male, 6,49,541 female, and 15 third gender voters. There were 1,160 postal votes and 264 service voters (251 men and 13 women). In 2014, the constituency had 14,33,985 voters, with 7,97,437 male, 6,36,542 female, and 6 'others' voters. There were 1,365 postal votes and 201 service voters (127 men and 74 women).
