You can access the Congress manifesto from manifesto.inc.in
The Indian National Congress today released its manifesto for the 2019 Lok Sabha polls, promising wealth and welfare for the poor. The party has created a dedicated website to access the manifesto.

However, there was so much web traffic that the website (manifesto.inc.in) crashed.

ET.com wasn't able to access the website. In a tweet, Congress said: "We're experiencing heavy traffic on our Manifesto website right now - we'll be back up soon."
