There is a budget and there is A BUDGET. This time it was the latter as the acting finance minister was constrained by propriety in an election year. So he resorted to an Interim Budget shorn of any frills or thrills. It turned out to be normal stocktaking of the country���s financial health, which was denied the much expected stimulus.

However, we at ET, as in the past, couldn���t take this final exercise by the UPA government lightly and are once again presenting our readers with a bumper issue, which unravels every facet of the 16th vote on account presented in Parliament since Independence. Even if the items don���t beg for many answers, we continue with our tradition of bringing you complete coverage and indepth analysis of the budget.

In an election year when everyone is wondering if the Congress can break the vote-on-account jinx, we thought it was apt to step into the shoes of each national party���s campaign managers. We have, therefore, drawn up a series of ad campaigns for some of them.

Even as you worry about finding your feet in the grim new semi-socialistic, nu capitalist, post-post-industrial world economy, things look a wee bit optimistic. So we use that glimmer of cheer to prise open the Interim Budget box before the ballot.
