Unorganised sector bill likely in next session: Govt

The Government on Wednesday said it was finalising a draft bill for unorganised sector, which would contain a pension scheme and other safety nets for the workers, and the bill is likely to be tabled in the next session of Parliament.

NEW DELHI: The Government on Wednesday said it was finalising a draft bill for unorganised sector, which would contain a pension scheme and other safety nets for the workers, and the bill is likely to be tabled in the next session of Parliament.
A group of ministers and Committee of Secretaries are working on the bill, Minister of state for Labour Chandrasekhar Sahu told reporters here.
"We are in the process of negotiating with all those concerned regarding the bill on unorganised sector," he said.
The Government is also in talks with LIC to work out a mechanism for pension and safety net for workers as well as its size, Sahu said.
He, however, refused to disclose any number that he has in mind for the size of the pension fund for unorganised workers.
The scheme is likely to be implemented in some parts of the country on a pilot basis before expanding its coverage to across the country, he added.
He indicated that the scheme may first be launched in the construction and agriculture sectors, saying the two unorganised sectors employ largest number of workers.
Pointing out that state governments have washed their hands off financing any social security scheme, Sahu said any financial assistance in this regard is to be paid by the Union Government.
He, however, said state governments would be involved in implementation of the scheme.
Differentiating the scheme from other such efforts lauched in the past, Sahu said the pension scheme and safety net would be backed by statute after bill is passed by Parliament.
