Sweeping changes in Social Security Bill mooted
Advocating major changes in the Unorganised Sector Workers' Social Security Bill, the Standing Committee on Labour has recommended a slew of provisions in the proposed act including life and disability cover for natural or accidental death.
It has recommened multi-purpose identity cards for workers containing details of their family members, S Sudhakar Reddy, Chairman of the Standing Committee on Labour told reporters.
The district administration, gram panchayats and municipalities should be involved in issuing I-cards to workers, he said.
The committee has recommended that an online network at the national level should be developed linking all district headquarters so that any information about details incorporated in the I-card issued anywhere in the country can be accessed instantly.
About 36 crore workers are involved in the unorganised sector in the country.
Seeking to enlarge the scope of the National Minimum Social Security Benefits concept, the panel suggested that old age pension be included.
It also suggested life and disability cover for natural or accidental death and disability cover for natural or accidental death of the worker besides health benefits for worker and his family members in the bill, the Chairman said.
The committee has quantified the amounts payable to unorganised worker as Rs 30,000 on natural death, Rs 75,000 for accidental death and also for permanent disability due to accident. It has recommended Rs 37,500 for loss of one eye or one limb.
