NEW DELHI: PHDCCI president has said that the recent announcement on labour policy that the Industrial Dispute Act will remain sacrosanct will create difficulties in meeting the objectives of overall economic policy including encouragement of new units, rural industries and industrialization of backward areas.
In a representation to Sish Ram Ola, Union Labour Minister, PHDCCI delegation led by its president Ravi Wig, said that the rigid labour policy enunciated in the provisions of the Industrial Dispute Act, in all these years has proved counter-productive.
The nation has already paid a heavy price as the Act has sought to protect jobs at all costs and to keep alive even unviable units. In present day of the emphasis should be on the bipartite mechanism in resolving the industrial problems instead of control oriented approach in the field of industrial relations. “A control through Industrial Relation legislations does not appear to bring out desired commitment to industrial peace, unfettered productivity and equitable social economic development,� Mr. Wig observed.
Supporting Mr Ola on the issue of humane approach in dealing with the labour issues, PHDCCI president expressed his consent that the blanket right to hire and fire certainly does not fit in our social economic conditions but at the same time the management must have a right to manage affairs of the organisation.
In this regard, Management must have an inalienable right to develop hardworking and sincere employees and to retain them. At the same time no hurdle should operate in the way of removing the inefficient and undisciplined employees or to deploy surplus workmen based on the requirement of the enterprise.
The need of the hour is to improve productivity and generate more and more employment. The labour policy should be reoriented to achieve the objectives of higher productivity and higher employment generation, Mr Ravi Wig emphasized.
