Scientists may have IP rights soon

The Government intends to bring in a legislation that seeks to vest Intellectual Property rights with institutions and scientists who come out with the IP as a financial reward for them, a top official said.

BANGALORE: The Government intends to bring in a legislation that seeks to vest Intellectual Property rights with institutions and scientists who come out with the IP as a financial reward for them, a top official said.
The draft of the proposed Paydole legislation is ready, and it's being vetted by various departments "The process is on; it (Government moving the bill in Parliament) will happen", Department of Biotechnology Secretary M K Bhan said.
"The legislation is intended for empowering institutions and scientists and giving them control of the intellectual property, even with public money," he told reporters.
He said "If a scientist produces something, he must get financial reward for it. This legislation enforces that."
"They (institutions and scientists who come up with intellectual property) don't have have to go to Government departments to ask whether they can patent it or transfer the technology. They will be totally free," Bhan said.
"Even with public money, the Government will simply give right over intellectual property to institutions and scientists," he added.
