India and Ghana on Wednesday elevated their bilateral relationship to a Comprehensive Partnership during Prime Minister Narendra Modi’s state visit to Accra, the first by an Indian PM in over three decades.

Following delegation-level talks with Ghanaian President John Dramani Mahama, both sides agreed to deepen cooperation across trade, defence, digital infrastructure, and more.

“Today, the president and I have decided to elevate our bilateral partnership to a Comprehensive Partnership,” Modi said after the meeting. “India is not just a partner but a co-traveller in Ghana’s journey of nation-building.”

The visit also comes at a time when Ghana is undergoing significant economic restructuring. PM Modi assured the country of India’s support and said, “We have elevated our ties to a Comprehensive Partnership, which will be beneficial for the people of our nations.”

He added, "India is not just a partner but a co-traveller in Ghana's journey of nation-building."

Here are the key decisions announced during the visit:

Bilateral Trade and Investment

  • India and Ghana set a target to double bilateral trade within the next five years.

  • Modi highlighted that Indian companies have already invested nearly $2 billion across approximately 900 projects in Ghana.

  • India reaffirmed its support for Ghana’s economic restructuring efforts.
  • Four agreements were signed, including MoUs on cultural cooperation and traditional medicine.
  1. MoU on Cultural Exchange Programme (CEP): To promote greater cultural understanding and exchanges in art, music, dance, literature, and heritage.
  2. MoU between Bureau of Indian Standards (BIS) & Ghana Standards Authority (GSA): Aimed at enhancing cooperation in standardization, certification, and conformity assessment.
  3. MoU between Institute of Traditional & Alternative Medicine (ITAM), Ghana and Institute of Teaching & Research in Ayurveda (ITRA), India: To collaborate in traditional medicine education, training, and research.
  4. MoU on Joint Commission Meeting: To institutionalize high-level dialogue and review bilateral cooperation mechanisms on a regular basis.

    FinTech and DPI


    • India offered to share its experience with UPI-based digital payments to help develop Ghana’s financial technology infrastructure.

    Mining and critical minerals

    • Indian companies will collaborate with Ghana in exploration and mining of critical minerals to support industrial development and supply chain resilience.

    Defence and security cooperation

    • Both sides agreed to increase cooperation in defence training, cyber security, maritime security, and defence supplies.

    • The two countries committed to advancing defence ties under the framework of “security through solidarity.”

    Counter-terrorism cooperation

    • PM Modi said both sides were unanimous that terrorism is the “enemy of humanity.”

    • India and Ghana will strengthen cooperation in counter-terrorism efforts.

    Geopolitical and multilateral engagement

    • PM Modi and President Mahama discussed global conflicts and stressed the need for diplomatic resolution.

    • “This is not the era of war; problems should be resolved through dialogue and diplomacy,” PM Modi said.

    • Both leaders pledged continued cooperation as part of the Global South and acknowledged Ghana’s role in the Voice of Global South Summit.

    • PM Modi noted the African Union’s permanent membership in the G20 was a matter of pride under India’s presidency.
