Plan panel for PAN-like registration Nos for motor vehicles
The Planning Commission has mooted a centralised, IT-based system for vehicle registration with a number similar to PAN card for automobiles to assess transaction costs.
In a draft proposal for the 11th Five-Year Plan, which has been cleared by the Commission, it has been stated that a depository of motor vehicle registration by assigning unique number similar to PAN was required to be established.
Setting up of the IT-based centralised registration system, along with data on tax-paying and non-tax paying vehicles, public surveys to measure freight/passenger movement by road and time motion surveys of trucks were required to assess transaction costs, the proposal said.
Currently, the Motor Vehicle Act provides for maintenance of state registers of motor vehicles. The draft also proposed bringing in changes to the current taxation system of commercial vehicles, which continued to differ widely in states.
"Vehicle taxation is road damage related, but levied on the basis of gross vehicle weight rather than on potential axle loads, resulting in under taxation of 2-axle trucks compared to multi-axle vehicles, and should be changed for goods vehicles from gross vehicle weight of axle loads," it said.
The Plan body also said weigh in motion bridges needed to be established at selected points on national highways, inter-state check posts and industrial areas with facilities for unloading and temporary warehousing of excess loads to check overloading.
The central sector outlay for road transport for the 11th Five Year Plan has been fixed at Rs 1,131 crore.
