NEW DELHI: After a long wait, the Eleventh Plan (2007-2012) is likely to be cleared soon. The full Planning Commission headed by Prime Minister Manmohan Singh would meet on November 9 to approve the new plan that aims to propel the country’s GDP growth rate into the double digit range.

The meeting is a precursor to the National Development Council (NDC) meeting scheduled on December 9 that will finally approve the plan to make it operational.

“The Prime Minister’s Office (PMO) has finally cleared the way for organising the meeting of the full Planning Commission on November 9. The meeting was earlier scheduled for October 29, however, it needed to be postponed due to some urgent government engagements,” an official source said.

After the approval of the full Planning Commission, the plan would have to be cleared by the Cabinet before it is placed for approval by the NDC.

The government is keen to see early passage of the plan as the first year of Eleventh Plan is nearing its end. In its haste, the PMO has decided against having another round of regional discussions on the Plan. It has been argued that the process was completed while finalising the approach paper and the is no need for further regional consultations.

With government finalising milestones for approving the plan, the entire planning process would have to be hastened. The difference between Planning Commission and the finance ministry has to be resolved first to reach a common ground in terms of gross budgetary support (GBS) to the Plan. Moreover, the aspirations of various ministries would have to be balanced to see key sectors gets adequate focus in the Plan.

Coming close to the general elections, the plan may also reflect populist measures, which then would have to be balanced against fiscal prudence to attain targeted growth levels. Among other things, the Eleventh Plan would focus on agriculture with a view to arrest declining productivity and increase the farm sector growth rate to 4% from about 2.8% recorded in the previous plan. It would also focus on the education sector with the overall objective of substantially increasing the enrolment ratio during the Plan period - 2007-12.

In the health sector the Plan would endeavour to improve the access and availability of quality health-care, sanitation and nutrition besides strengthening the National Rural Health Mission.
