NEW DELHI: Worried about the way as many as 12 states are drawing power over and above their allocation from the grid, the central electricity regulator Central Electricity Regulatory Commission (CERC) is considering making it more expensive for states to overdraw power.

The CERC is considering doubling the cost at which states can draw power from the grid over and above their allocated quota. This increase in the unscheduled interchange (UI) rate would serve as a penal charge on States for overdrawing from the grid.

The central regulator is looking at suggestions forwarded by the Regional Load Despatch Centres (RLDC) to hike peak UI rate from the present rate of Rs 5.70 per unit of power to Rs 9.50 per unit. The new rates are likely to be announced in the next 10-15 days... We hope to achieve the twin objective of disincentivising overdrawal from the grid while at the same time increasing the viability of idle naptha fuel power projects, CERC chairman AK Basu said.

In January, the central regulator had warned that stringent action would be taken against state electricity boards and distribution utilities, which were endangering the grid by overdrawing power in violation of the Indian Electricity Grid Code and ignoring instructions given by the RLDCs. Following the commission of the Tala line, the entire country, barring the southern grid, is on a single grid.
