No extra perks for babus on deputation to PSUs

NEW DELHI: Money may no longer be the charm for babus to join a public sector undertaking (PSU) on deputation . Central government employees would continue to draw salaries of their parent departments irrespective of remuneration offered by institutions where they are deputed. The proposed move would affect these bureaucrats who move to PSUs for getting a better compensation package. The same would be true for employees of a PSU joining another PSU.

The department of public enterprises��� (DPE) proposal aims at dissuading bureaucrats to treat PSUs as a parking lot. Often, administrative ministries appoint its officials to plum positions in PSUs, stating non-availability of suitable persons for particular posts.

A government officer who applies for a permanent posting in a PSU may, however, get the salary, perks and other benefits of the new organisation, the proposal said. Currently, there is a ban on deputation of government officers in public sector companies except for the posts of chief vigilance officers (CVO), chief security officers , chief executives and regional heads. Exemptions are made on non-availability of suitable persons for particular posts.

���Some of the ministries are taking undue advantage of this exemption clause and fill the posts in the PSUs under their control just to appease their staff. This holds true especially for those PSUs under ministry of railways. The new policy will act as a deterrent for such appointments,��� a DPE official said.

The new policy is also aimed at sorting out the ongoing issue between public sector BSNL and department of telecom (DoT). Around, 1,600 Indian Telecom Service officers , who were deputed to BSNL on its formation, have recently demanded to be sent back to their parent department. ���The BSNL issue will however take longer, since in this particular case a whole PSU was carved out from the department. However, the new policy will streamline the selection and posting of employees in PSU from their administrative ministries,��� the official said.
