NITI Aayog frames guidelines for automated inspection of vehicles

The Aayog has sought stakeholder views on the draft concession agreement that proposes public-private partnership in setting up and operating automated I&C centres for transport vehicles pursuant to the Motor Vehicles (Amendment) Act, 2019.
“This concession agreement has been developed based on international best practices, with the objective of setting up and operating automated I&C centres with state-of-the-art technology across the country, leveraging private sector investment and efficiencies,” the Aayog said in the draft agreement.
According to the proposed agreement, under this envisioned model the concessionaire shall be required to incur the necessary CAPEX for setting up the I&C centre including the requisite equipment, while the Authority shall incur a ‘fee per tested vehicle’ payable to the concessionaire, which will also be the bidding parameter for selection of the concessionaire.
The Aayog will hold stakeholder consultation on October 15 following which the draft agreement will be finalised for implementation.
