New farmer policy likely in current Parliament session
The government is likely to unveil a new national policy for farmers in the current session of Parliament.
The new policy will have a a special thrust on gender specific needs of women in agriculture. It will also address the issues relating to contract farming. A code of conduct for contract farming is likely to be included in the policy,
One highlight of the gender specific issue is the plan to include women by broadening the term 'farmer'.
A senior official in the Ministry of Agriculture said the policy had been discussed in the Cabinet and would be placed before Parliament. The official, however, refused to divulge details of the policy.
"The policy guidelines would encompass major issues concerning the farm sector and has relied heavily on the recommendations of the final report of the Farmers Commission," the official said.
The policy is also likely to address the issues relating to contract farming. A code of conduct for contract farming is likely to be included in the policy, sources said.
The Commission had said available evidence indicate that direct contract between the producer and purchaser with government as third party for intervention in case of legal disputes is more advantageous to small farmers than indirect contract through intermediary agencies
Sources in the ministry also said a 'Gram Panchayat Mahila Fund' was being contemplated as per the policy. The Farmers Commission had suggested, "women need special attention because of their lack of land title/collateral."
Kisan credit cards should be issued to women speedily with joint pattas to house/agricultural land as collateral. Till then, indemnity bond/guarantees should be accepted from husband, male relatives and prominent local figures, the Farmers Commission had suggested.
