NEW DELHI: The National Commission for Enterprises in the Unorganized Sector (NCEUS) has proposed a Rs 1400 crore 'Growth Pole scheme' for six pilot projects selected initially, focusing dominantly on the unorganized sector in select states for overall improvement of the sector. Arjun Sengupta, chairman, NCEUS developed this concept of growth poles.

"Growth pole scheme is a cluster of clusters of micro enterprises wherein 'Growth Pole scheme' will utilize the synergies between clusters. Essentially, it is an extension of the idea of clusters, based on the economics of interdependence of different producing units in a particular geographic concentration', said V K Malhotra, Member Secretary, NCEUS. The intention is to create the scope of replication and extension of activities in the larger contiguous areas.

"The 13-point action plan presented to the Planning Commission by NCEUS includes formulation of a national security scheme, setting up of a national fund, establishment of growth poles, programme for skill development and a scheme to increase credit reach to small and marginal farmers", said NCEUS Chairman, Arjun Sengupta after releasing the growth pole policy.

Although NCEUS plans setting up growth poles in 25 states envisaging a total investment of Rs 5,000 crore under the public-private partnership mode to create job opportunities for the workers. "We firmly believe that this (the 13-point plan ) will invigorate the unorganized sector and administrative capacity," said Savitur Prasad, Joint Secretary, NCEUS.. "It is for the first time that decentralised and area planning is being implemented for unorganised sector in the country", said Savitur Prasad, Joint Secretary, NCEUS.

According to the commission's estimate, 86% (39.49 crore) of the country's workforce seeks livelihood from working in the unorganized sector. The commission wants to create facilities for these workers.

Growth pole supplements existing schemes and will strengthen the unorganized sector in Rajasthan, Chhattisgarh, Uttarakhand, Kerala, Assam and West Bengal. DPRs(detailed project report) has been approved by state government, NCEUS, MSME and is only awaiting in principle approval of Planning commission. The report was presented to Prime Minister Manmohan Singh recently.
