Naidu asks all citizen services depts go online

HYDERABAD: Asserting that only good governance will fetch votes and not the polemics over isms , IT-savvy Andhra Pradesh Chief Minister N Chandrababu Naidu on Wednesday said citizen services of all the departments would soon go online and benefits of the Internet would be taken to rural areas. Instructions had been issued to about 200 departments to set up their websites to facilitate their integration with the comprehensive government portal to improve administrative efficiency, transparency and accountability, Naidu said while intervening during a debate in the State Assembly. Simultaneously, the eSeva , a one-stop computerised facility offering a host of citizen services, would be expanded to municipalities and small towns to provide public access to government services, he said. Stating that e-governance initiatives of his government had been receiving wide international acclaim, Naidu accused the opposition Congress and Left parties of viewing technology adoption in administration with pre-conceived negative notions . Pointing out how several reputed international organisations, personalities and media had been commending the IT-initiatives in the state, he said his government was determined to use emerging technologies as strategic tools to reform the administration and improve quality of governance. He said Andhra Pradesh was adjudged the best e-governed state in the country by Computer Society of India while National Geographic magazine had termed Hyderabad as the high tech capital of the subcontinent . Naidu said the SmartGov project, introduced in the state secretariat on November 1 for online monitoring of file movement, was at present covering 14 departments and would soon be extended to other departments. Earlier, replying to the main debate on Failure in implementation of smart governance under Rule 304, Minister for Information Technology B Gopalakrishna Reddy said the state was making pioneering efforts in the e-governance area and the positive results were already reflected by the success of projects like eSeva and CARD (Computer-aided Administration of Registration Department). A much larger impact is expected in the next two to three years once the core projects and e-governance blue print are fully implemented, he said. Congress members were sceptical about the TDP government''s sincerity in ensuring administrative transparency and accountability. The Congress floor leader YS Rajasekhar Reddy alleged that some ministers in the Naidu cabinet had criminal antecedents and wondered how could the government turn the grand words of high-tech governance into reality with such leaders at the helm. Reddy''s remarks against Medical and Health Minister K Siva Prasada Rao sparked a furore in the House leading to angry exchanges between the two leaders.
