NEW DELHI: Parliamentry panel on Personnel, Public Grievances, Law and Justice has said the ministry should undertake special recruitment drive to clear the backlog of vacancies in posts reserved for SCs, STs and OBCs without delay and suggested winding up of Staff Selection Committee.
"... since reservation for SCs, STs and OBCs is a Constitutional obligation, the Ministry should adopt concerted efforts to fulfil the same. ... the backlog of vacancies should be cleared without any further delay through special recruitment drives and other means," the Standing Committee's 14th report tabled in Parliament yesterday said.
It suggested adoption of "modern management methods" to fill the vacancies in different ministries and departments and said the ministry should issue guidelines to other ministries and departments so that the vacancies were anticipated at least one year in advance and steps were taken to fill the vacancies expeditiously.
Taking note of the long recruitment process of the Staff Selection Commission resulting in backlog of vacancies, the Committee said the recruitment process in respect of lower posts should be delegated to the respective departments wherein vacancies arise.
The departments could call for data from the employment exchanges from all regions of the country and this will also ensure that maximum benefit is derived by rural population.
As the SSC no longer conducts yearly examinations to various grades and lesser number of recruitments are recommended by SSC, "it is high time for the Ministry to consider the winding up of SSC in view of public interest, efficiency and economy", the Committee said.
