NEW DELHI: The proof of the pudding is in the eating. Similarly, the government has now decided to seek proof of efficient spending by its department on projects and programmes.

In the first such exercise at the national level, the Centre has decided to prescribe monitorable or physical targets that will have to be achieved for spending money. These targets for each of the ministries and department will be made public tomorrow in form of an Outcome Budget.

Take for instance the case of National Highway Development Programme or Sarva Shiksha Abhiyan. Vast sums of money have been set aside in the budget for these projects with the expectation that the country would have more motorable roads and more literate children.
