NEW DELHI: Obtaining a passport is set to become a lot more easier soon. The government on Thursday decided to outsource the front-end activities of its passport issuance system through open bidding. The move is expected to make passport related services in country more timely, transparent and reliable, the government said in a statement after a Cabinet meeting.

The ‘passport seva project’ would ensure that services are rendered in a comfortable environment by a committed, trained and motivated workforce through a streamlined process, the statement said. The successful bidder will be allowed to levy a fee for his services over and above the government fee that the applicant has to remit.

Under the project, the government would set up 68 passport facilitation centres, establish online links with police authorities concerned and set up a special purpose vehicle for the management of the project. The government also decided to set up a council for promotion of overseas employment. The council will study employment potential in the world job market and hold skill development programmes.

The cabinet committee on economic affairs (CCEA) has approved the 2.285 million tonne a year Jallaram Shaft project of Singareni Collieries Company for a net capital requirement of Rs 467 crore and a total outlay of Rs 512 crore.

CCEA also approved continuation of the centrally sponsored post-matric scholarship to students belonging to scheduled castes with an expenditure of Rs 5,000 crore during the next five years. The government also decided to continue the rural employment generation programme for one more year with an expenditure of Rs 445 crore.

The cabinet decided to introduce the ‘unorganised sector workers’ social security bill, 2007’ in the Parliament. It also decided for a bilateral investment promotion and protection agreement with Uruguay for increasing investment flow between the countries. The government will also set up a national institute of science education and research at Bhubaneswar and a translational health science and technology institute in Haryana.

It will give health insurance to unorganised workers, co-operate with Italy on renewable energy and with Mongolia on health and medical science. It will also sign an extradition treaty with united Mexican States and co-operate with Egypt in extraditing convicts, the statement said.
