Govt issues new Textiles Order 2001

the government has issued a new textiles (development and regulation) order 2001 superseding the earlier order of 1993, diluting the powers of the textiles commisioner to control production and supplies. the new order, under section 3 of essential commodities act 1995, has also simplified the procedures for filing information with the govenrment for installation of textile machinery, production and markings of textiles. powers of the textile commissioner to control production and supply have also been diluted while retaining his responsibility in respect of hank yarn obligation order, reverse twist order and markings on textiles. official sources said that the new order had been issued in the light of the mandate of the national textile policy 2000 to review and progressively reduce regulations and controls. the textiles ministry undertook an exercise to simplify the textiles order, 1993. as a result of this exercise, the 1993 order has now been superseded by the new order, which makes the government machinery more industry-friendly and less obtrusive, they said. commenting on some of the salient features of the new order, sources said procedures for filing of information memoranda on installation of machines in respect of knitting, spinning and powerloom sectors have been combined into one part. sources said provisions for requirement of submitting fees has been deleted while the requirement of an acknowledgement to the information memoranda, which led to unnecessary work and repeated visits to textile commissioner's office, has also been removed. the textiles commissioner may specify by notification, with prior approval of the centre, the markings to be made on textiles by a manufacturer of textiles as well as the manner of making such markings. it has also been made clear that the textile commissioner can now insist on markings on the imported textile articles also, sources said. they said that while powers of the textile commissioner to control production and supply have been diluted by and large, the responsibility for consumer protection has been reduced, taking into account the separate ministry and machinery set up for the purpose. the new order will be applicable to the whole of india, they added.
