Frontload capex, FM Nirmala Sitharaman tells ministries

Finance minister Nirmala Sitharaman has asked ministries to front load their capital spending, saying that the enhanced capital expenditure would play a critical role in revitalising the economy hit by the pandemic.

She also asked ministries to ensure that central public-sector enterprises (CPSEs) cleared dues of micro, small and medium units at the earliest. Sitharaman made these remarks at a review meeting on the infrastructure roadmap ahead.

The finance minister further requested ministries to aim and achieve more than their capex targets.


“The efforts from the budgetary side to increase the capital expenditure have to be complemented by the publicsector enterprises,” said Sitharaman, according to a statement issued by the finance ministry.

The meeting was attended by officials from the rail and power ministries, and the CPSEs operating under these two ministries.

“Ministries are to actively work on getting projects funded through innovative structuring and financing and provide all support to the private sector for enhancing infrastructure spending,” she said, adding that ministries should take up regular reviews of sector-specific projects with the concerned state governments for effective implementation. India’s real gross domestic product contracted 7.3% for 2020-21. In the fourth quarter, GDP grew 1.6%.

This was the fourth review meeting by the finance minister with ministries or departments and second in the series of meetings scheduled on the infrastructure roadmap ahead after the presentation of Budget 2021-22, the statement said.

REVIEWING INSURANCE SECTOR
Sitharaman will meet the heads of public and private insurance companies on Saturday to discuss enhancing the speed of sanctioning of claims under the PM Jeevan Jyoti Bima Yojana (PMJJBY) and the PM Suraksha Bima Yojana (PMSBY). “Discussions are also likely to be held on simplifying the procedures and documentations needed to settle claims under the schemes in a seamless and time-bound manner during the pandemic,” the finance ministry tweeted. Enrolments stand at 10.3 crore under PMJJBY and 23.40 crore under PMSBY. In April, FM had asked The Insurance Regulatory Development Authority of India to "act immediately" and address the complaints of denial of cashless claims by insurers.
