Dumping duty on shipments

NEW DELHI: In a bid prevent flooding of Indian markets by cheap CDs from China, Singapore, Hong Kong and Taiwan, the directorate of anti-dumping & allied duties has suggested imposition of anti-dumping duties on recordable blank CDs from these countries. In its preliminary recommendations, the directorate has recommended anti-dumping levy of at $0.094 per CD in the case of China, followed by Taiwan at $0.075 per CD, Singapore at $0.064 per CD and Hong Kong at $0.049 per CD. The levy translates into an additional burden of, for example, Rs4.5 in the case of each CD imported from China.
The interim finding establishing dumping was finalised on August 28. The duty will be applicable once the department of revenue notifies it. Investigations will continue for final findings, sources in the commerce & industry ministry said.
The probe into dumping of CDs was initiated on the basis of a petition filed by Optical Disc Manufacturers Welfare Association, New Delhi, comprising 8 producers. Petitioners furnished information on volume and value of dumped imports from the subject countries and various parameters relating to injury to the domestic industry.
The DGAD initiated dumping investigations on the product as it was satisfied by the data produced by the petitioners. Parameters like increase in volume of imports both in absolute terms and in relation to the demand of the products, loss in market share, price undercutting and underselling, price depression, profitability and cash loss in the manufacturing of subject goods, prima- facie indicate that the dumped imports of the subject goods from the subject countries have cumulatively injured the domestic industry, the notification said.
