DPIIT issues guidelines to operationalise transition facilitation order for quality certification

On June 25, DPIIT notified the Transition Facilitation (Quality Control) Order, 2026.
As per the order, the department has created an alternative compliance pathway under selected ten Quality Control Orders (QCOs), including toys, personal protective equipment, air conditioners and compressors, footwear, furniture, hinges, domestic electrical appliances and household electrical safety products.
The applications will be examined by an Implementation Committee chaired by DPIIT and comprising representatives from BIS, the Department of Commerce, the Department of Consumer Affairs, the Directorate General of Foreign Trade and other ministries.
As per the guidelines, an applicant or a company incorporated under the Companies Act 2013 can submit an application to DPIIT in order to avail of the exemption.
The company will have to provide details of the goods to be permitted for license under the order, including annual quantity to be permitted, and the manufacturing facilities from where the goods will be supplied.
The applicant will provide specific and sufficient details to enable the Implementation Committee to conduct its assessment.
"Where the applicant proposes to establish supply chain capabilities in India directly or through contract manufacturing arrangements or partnerships, by promoting technology adoption/ advancement, design capabilities, research and development, it shall provide details of the activities to be conducted, supply chain capabilities to be developed, proposed location(s) in India, and implementation plan along with timelines," the guidelines said.
It added that the Committee shall not be required to conduct any physical verification of the manufacturing units for the purpose of the assessment.
