NEW DELHI: Building plans on floor area of 100sq yards and above will get clearance from local bodies only if they install rooftop water harvesting systems.

The urban development ministry would include a mandatory rainwater harvesting clause in the model building by laws — the norms for approving building plans. The bylaws would be implemented in Delhi , while other states could amend their bylaws accordingly.

The government has taken such a step amid growing concerns over the depleting ground water table across the country. “It is important that households as well as builders put up an efficient water recharge system so that ground water could be replenished in a few years. The Central Ground Water Authority has raised serious concerns over depleting levels of ground water,” a senior urban development ministry official said.

According to official sources, the electricity and water connections would be denied to a building if the owners failed to set up an efficient rain water harvesting system.

Many states like Andhra Pradesh and Karnataka are contemplating similar legislations in their state bylaws. The Delhi government is likely to take up the issue soon. It is also considering offering house tax rebates to existing buildings provided they put up property rain water harvesting mechanism through retrofitting.
