Roll out stuck projects, sell off Air India, develop ports
Choked and congested highways, many of them in a state of disrepair are common. As are long turnaround time at ports and financially weak airlines.

ROAD TRANSPORT AND HIGHWAYS
Roll out about 5,000km government-funded projects so that developers get some cash in their kitty to invest at equity for big projects. Revive two dozen-odd stuck projects awarded between 2011-12 and 2012-13 , get more autonomy to restructure projects and tweak concession agreements to push work. Robust monitoring of project implementation for timely completion & maintenance of all national highways. Set up Road Safety Board and pass the Motor Vehicle Amendment Bill to reduce crashes and fatalities.
CIVIL AVIATION
Sell Air India, which has been a cash guzzler for years Strengthen aviation regulators — Directorate General of Civil Aviation and the Airport Economic Regulatory Authority — and reduce the ministry’s interference. Air safety needs to be a top priority. Look into the demand for rationalization of aviation turbine fuel price by putting it in the declared goods category so that jet fuel attracts a uniform 4% sales tax. Ensure regional connectivity by having budget airports in small towns.
SHIPPING
Develop more ports and berths to reduce the waiting period and make the functioning of government-run ports more effi - cient. Improve connectivity with rail and road. Use the river network to transport goods and boost tourism using inland waterways.
