NHAI caps number of projects at 10 for each designated engineer at project site

The National Highways Authority of India has capped the number of projects at 10 per engineer of the consultancy firm for inspection, the move aimed at improving the quality and supervision mechanism.

“Due to more number of civil projects in hand, the authorized person or designated engineers may not be able to fulfil contractual obligations and ensure monitoring of the field team adequately and therefore defeats the purpose in reference to qualitative and quantitative monitoring of the project, required as per the contractual provisions,” NHAI said in a policy circular dated June 10, 2025.

“In view of the above, for improvement of quality and supervision mechanism, it has been decided to restrict the number of projects to a maximum limit of 10 projects under construction or maintenance stage per ‘engineer’ of consultancy firm,” it added.


This shall, however, come into effect after 60 days of issuance of the policy circular, thereby enabling consultancy firms to make the necessary arrangements.

Besides, NHAI has also mandated designated engineers to visit the assigned project site every month and submit their inputs in the monthly progress report.

All national highway projects are supervised by the consultancy’s key personnel teams mobilised at the project site and also monitored and controlled by a designated ‘engineer’ assigned to a particular project.
